GENERAL INFORMATION
Why this conference?
From the beginning of the Industrial Revolution until today, European rivers were used as sewers for the ever-growing population and industrialisation. The rivers brought prosperity for those living along their banks, but in return the European population dumped their waste in it.
These rivers carried millions of tons of polluted silts, settling in the river Delta Estuaries and left for later generations to clean up. The most polluted fraction, called Class 4 in the Netherlands, can only be re-used environmentally-safe after chemical or thermal treatment. The question now is: who will pay for this clean up? Must it be those who live in the Delta Areas of Europe’s rivers? Or can the responsibility be placed of the whole European population?
The Netherlands Government has taken the first step to promote and financially stimulate the conversion of the most polluted fractions (Class 4) into useful building products. But this has proven insufficient for a large scale tackling of the problem. Local authorities also lack sufficient funds to pay for processing sediments. If Europe is prepared to financially support this important environmentally activity, processing of Class 4 sediments can finally take place.

Stichting Klasse 4
The ‘Stichting Klasse 4’ is a non-profit Foundation, based in the Netherlands, acting as a meeting platform for discussions on the conversion of contaminated harbour sludges into useful building materials.
The Foundation has organised three national conferences (November 2000, 2001 and 2003). These conferences were aimed at the national developments and policies.
The 2002 International Conference was a follow-up to the national conferences and looked at international developments in relation to current policies, political ambitions and technology advancements.
The 2004 International Conference will consider the European responsibi-lity and review the current situation in the world. This conference will also look into the future and what effects certain developments will have.
Stichting Klasse 4 has its own website on which all information related to
contaminated sludges is published (Dutch language).

VENUE
The Holiday Inn Hotel and Conference Centre is located conveniently on the main road between the Amsterdam City Centre, close to the business, entertainment and shopping districts and Schiphol Airport.
The hotel is within walking distance of the RAI Railway Station, with a direct rail and tramway link to Amsterdam City Centre and Schiphol Airport. Delegates arriving by air, take a stop-train from the Airport in the direction Amersfoort or Hilversum (20 minutes service). Get off at RAI-Station (two stops) and walk to hotel (100 mtrs).

Amsterdam
Amsterdam, the Capital of the Netherlands, is the perfect location for this conference. Positioned at the rivers IJ and Amstel, with more than 120 km of city canals, it has a long time history of polluted sediments. The Port and all other waterways have to be continiously dredged, to allow ship movements and water effluent.
The City, together with the Province Noord-Holland have taken several initiatives to process these sediments into building materials. A site visit to view these processing facilities is included in the conference programme.

The Province Noord-Holland is determined to process its backlog in environmental dredging within the next 25 years. One-third of the dredged sediments cannot be processed into useful building materials by operational processing techniques. If nothing is done, it must be dumped.
To process this heavily polluted part into useful material, new and unproven innovative techniques are needed. By stimulating the research into these techniques, the Province is determinded to be able to process this heavy polluted fraction in its action plan: PMP 2002-2006.
Key element of this plan is that processing is environmentally, financially and technically achievable within pre-determined standards.

Kandidaten voor de Mineraal Bokaal 2004
Het bestuur van Stichting Klasse 4 heeft het genoegen om de Mineraal Bokaal ook dit jaar weer uit te reiken. Deze jaarlijks terugkerende prijs is bestemd voor diegene die zich in de voorgaande jaren verdienstelijk heeft gemaakt voor het inzetten van baggerspecie als bouwstof.
Op basis van externe genomineerden, zal het bestuur een persoon uitkiezen die naar haar mening het meest voor deze prijs in aanmerking komt.
De Mineraal Bokaal zal dit jaar aan het eind van de "2nd European Conference on Dredged Sludge Remediation" aan de winnaar worden aangeboden.
Deze conferentie wordt gehouden op woensdag 1 dec. t/m vrijdag 3 dec., te Amsterdam.
De voorzitter van Stichting Klasse 4, Ing. L.A. van der Kooij zal deze Bokaal uitreiken. De jury bestaat uit de bestuursleden van Stichting Klasse 4.

Candidates for the Mineral Cup 2004
The Board of Stichting Klasse 4 (Class 4 Foundation) has the honour to present this year’s Mineral Cup 2004. This yearly price is for that person who has put in a great effort for the remediation of Dredged Sludges into a building component in the year’s before.
Based on the nominated candidates, the Board of Stichting Klasse 4 will choose one candidate that in their opinion deserves this price the most.
The Mineral Cup will be given to the winner at the end of the de 2nd European Conference on Dredged Sludge Remediation, to be held Wednesday Dec. 1st till Friday Dec. 3rd, in Amsterdam, by the Chairman of the Board of Stichting Klasse 4, Ing. L.A. van der Kooij. The jury is formed by the Board of Stichting Klasse 4.

If anybody deserves the Mineral Cup it is him! JURY REPORT: Mr. Schuler is a pioneer in immobilizing contaminated sediments. Mr. Schuler has, against the predominant thinking of the Netherlands government, found new ways to process sediments to a reusable building material. Samenwerking van twee Sediment organisaties
Twee organisaties actief op het gebied van verontreinigde waterbodems hebben besloten om te gaan onderzoeken hoe zij vanaf 1 januari 2005 hun krachten kunnen bundelen. Doel is om effectief de Europese politici te overtuigen van de noodzaak om een krachtdadig Europees Stimulerings Programma op te zetten voor de verwijdering en verwerking van verontreinigde rivierbodem sedimenten tot een, zo mogelijk, herbruikbare bouwstof.
SedNet is het Europese Research Netwerk dat zich sinds 2002 bezig houdt met de duurzame benadering van het sediment behher op stroomgebied niveau van de Europese wateren. Zij doet dit door het houden van wetenschappelijke congressen bezocht door wetenmschappers en belanghebbende, het publiceren van gegevens en onderzoeksresultaten en het onderhouden van een website.
De Stichting Klasse 4 is sinds 1995 actief als Nederlands platform voor de uitwisseling van kennis op het gebied van verwerking van baggerspecie tot bouwstof. Recentelijk heeft Klasse 4 besloten haar activiteiten naar Europa te verleggen door het verbreden van haar functie van een Nederlands discussie platform naar een Europees Forum voor de thema’s van het verwijderen en het verwerken van verontreinigde sedimenten.
REUSED, een nieuwe naam
De Stichting Klasse 4 heeft besloten om bij de gelegenheid van het tweede Europese Baggerslib Congres de naamswijziging in Stichting REUSED aan te kondigen. REUSED staat voor Remediation, Recycling en Reuse of European Sediments. Ook is gekozen voor een nieuw logo met een herkenbare relatie met het Klasse 4 logo.
Een gezamenlijk te organiseren congres, december 2005, Budapest.
SEDNET en REUSED hebben besloten om mogelijk gezamenlijk op 12-13 december 2005 in Budapest een Europees congres te organiseren over het thema: "Cleaning European rivers of Contaminated Sediments".
Het Nederlandse probleem is ook een Europees probleem
De sediment productie in Europa wordt geschat op 1.800 miljoen ton per jaar. Hiervan zet zich ca. 1.100 miljoen ton per jaar af in de Europese wateren. De rest verdwijnt in de Europa omringende zeeën en de Atlantische Oceaan. Ca. 5-10 % van deze sedimenten zijn verontreinigd .
Het is van groot belang dat zwaar verontreinigde sedimenten zich niet kunnen verspreiden, maar verwijderd en verwerkt kunnen worden, zodanig dat ze geen gevaar meer vormen voor het milieu en de volksgezondheid.
Waarom moet Europa betalen?
Niet alleen Nederland heeft te kampen met grote hoeveelheden vervuilde waterbodems. Ook andere Europese landen hebben te maken met vaak grensoverschrijdend vervuilde sedimenten. Tot nu toe zijn de kosten voor het opruimen van deze, qua volume, de grootste milieuverontreiniging in Europa, grotendeels voor rekening gekomen van diegenen die wonen in de omgeving van de monden van de rivieren, de z.g. rivierdelta’s.
Volgens het principe: "de vervuiler betaalt" is het echter logisch dat niet alleen inwoners van de rivierdelta’s, maar alle bewoners van Europa meebetalen aan de verwijdering van deze vaak historische sedimenten. Immers, de herkomst van de verontreinigingen in waterbodems en baggerspecie is veroorzaakt door alle bewoners wonende in het stroomgebied van de grote Europese rivieren, die tesamen met de lozende industrie een bijdrage geleverd hebben aan de metaaloxiden, de organische en chemische componenten in de bagger.
REUSED wil daarom dit financiële probleem op het bordje van alle Europese burgers leggen, om daarmee de verwijdering en verwerking mogelijk te maken.
Hoeveel moet Europa betalen?
Naar schatting is minimaal 2 miljard Euro per jaar nodig voor een periode van minimaal 20 jaar, maar mogelijk langer, om het probleem grootschalig te kunnen aanpakken. De stichting REUSED stelt voor dat de Europese Unie hiervan de helft voor haar rekening neemt.
De EU dient hiervoor een stimuleringsregeling in het leven te roepen waaruit de kosten van milieubaggerprojecten, welke door nationale overheden geïnitieerd worden, mede worden gedragen. Met name een bijdrage in de kosten van verwerken van verontreinigde bagger tot herbruikbare secundaire bouwstoffen zouden moeten worden gestimuleerd. Daarbij wordt voorkomen dat teveel primaire bouwstoffen gebruikt moeten worden, die een steeds grotere aanslag op ons milieu doen.

Het Europese Congres 2004 te Amsterdam
Europe’s river sediments – Europe’s responsibility.
80 experts uit geheel Europa treffen elkaar in Amsterdam om over dit thema van gedachten te wisselen. Het thema heeft direct betrekking op de verantwoordelijkheid die Europa zou moeten nemen voor dit grote milieu probleem. Met 20 lezingen, 3 bedrijfsbezoeken en een postersessie zijn 3 congresdagen gevuld
De Mineraal Bokaal
Op vrijdag 3 december zal door de Commissaris van de Koningin in Noord-Holland Mr. H.C.J.L. Borghouts de Mineraal Bokaal worden overhandigd aan de heer Cees Schuler, Directeur van Dusaltec, Utrecht.
De heer Schuler is door de jury gekozen uit een 6-tal extern genomineerden (zie bijlage)
Uit het Jury rapport:
"De heer Schuler heeft zich over vele jaren ingezet om als pionier en tegen de gangbare denkrichting van de Nederlandse overheden in, nieuwe wegen te vinden om verontreinigde baggerslib te immobiliseren en te verwerken tot een herbruikbare bouwstof.
Het uitreiken van de Mineraal Bokaal aan de heer Schuler mag gezien worden als een aanmoediging om binnenkort de fabriek tekunnen gaan bouwen waarin hij zijn droom waar kan maken om kunstgrind uit baggerspecie te produceren."

The Province Noord-Holland is currently involved in the biggest clean-up process ever, to take the contaminated sediments and process these in special designated area’s with advanced technological equipment. Part of the Conference Programme is a half day of site visits to three locations where the sediments are mechanical, physical or thermally processed in modern installations to be re-used as building materials and/or stored in large depots.
