WHO IS STICHTING KLASSE 4? In order to meet the objectives set by the Government of the Netherlands - to process a minimum of 20% by the year 2000 - a group of prominent Dutch Environmental Companies has taken the initiative to set up the joint Promotion and Development Foundation "Klasse 4", to stimulate and coordinate activities in this field. WHY THIS CONFERENCE? Over the ages, river estuaries have given economic prosperity to those who live on their embankments. Much of this prosperity is based on the sediments brought by the rivers. Sediments were used to fertilise the land, build dikes, and make ceramic products such as bricks or roof tiles. However, increase in river pollution has turned these sediments into chemical wastes and now they are not only in the way of navigation and water run-off, but also have become a major problem to many European National Governments. Rivers cross borders, taking with them contaminants caused by one country or region and depositing this unwanted material in the ports of others. This means that some European Ports and regions face an unreasonably high effort of clean-up. This conference wishes to address the issues of how across border contaminated dredged harbour sludges and river sediments can be cleaned and who is responsible for this clean-up. Special attention will be given to the role of the European Union, moreover because this issue covers international political, economical, environmental and technological aspects. LOCATION Rotterdam, positioned at the rivers Rhine and Maas delta, is the perfect location for this conference. The Port of Rotterdam is plagued constantly by the accumulation of river sludges, and therefore dredging is an on-going activity. Several initiatives to process these sludges into building materials have started after the government incentive scheme was proposed.
